The Secret Data Pipeline
A memorandum of agreement signed in May 2025 between the TSA and ICE — obtained through a Freedom of Information Act request by the watchdog group American Oversight — lays out how the two agencies share traveler information. The specific data elements being shared were redacted from the released document.
The agreement appears to contradict sworn congressional testimony from the acting TSA administrator in January, who told lawmakers that TSA does not send traveler information to ICE. Earlier reporting by Forbes found that TSA has supplied ICE with records on tens of thousands of travelers since 2025 — far more than previously known.
John Sandweg, who served as acting ICE director under the Obama administration, told CNN the agency is now mining TSA data on domestic flyers simply to “pad those stats” — a tactic he says was never used during Trump’s first term.
